SUBJECT: “Certificate of Fitness for food and beverage transport vehicles”.Subject: 1. 1.1. The Regulation No 852/29-4-2004 on the hygiene of foodstuffs.
2. The provisions of Law No. 85.854.854 of the Ministry of Food and Consumer Protection of the Republic of Hungary, No. 854.854.854 of the Ministry of Food and Consumer Protection of the Republic of Hungary. 4254/2014 (A’85) “Measures for the support and development of the Greek economy in the framework of the implementation of Law 4046/12 & other provisions” and the provisions of the interpretative circular No. A1/ok.45399/4959/23-10-12 (IDA:B4331-4EO).
3. The Y1g/G.P/oik.47829/23.3.2017 (V’2161) Y.A. “Sanitary terms and conditions of operation of food/drink businesses and other provisions”.
4. The provisions of chap. E. of No. A2/29542/5347/5-9-91 (B’707) of the Ministry of Transport “Granting permits for the registration of passenger cars according to the provisions of Law 1959/91”,as applicable.
5. GD/G.P 68056/8.11.2017(IDA,70Θ0465ΦY0-TB7) Circular of our Service “Suitability of vehicles for the transport of water for human consumption”.In the context of the implementation of Y1c/G.P/ok.47829/23.3.2017 (B’2161) Y.A. provided by virtue of competence clarifying instructions for Article 12 category II- par. 2:
“Vehicles for the transport of food and beverages” regarding the granting of a certificate of health fitness.
According to the relevant (4) legislation of the Ministry of Development, Competitiveness, Transport, Infrastructure & Networks, in order to issue a licence for the registration of a PHEV for the transport of foodstuffs, it is necessary to:

Applicants for the granting of the above marketing authorisation shall, in addition to the other supporting documents, submit
α) a certificate of suitability of the vehicle issued by the competent Regional Public Health Service or the competent Regional Veterinary Service (as the case may be) certifying that the vehicle, as constructed, is suitable for the hygienic transport of the species concerned.
b) Responsible declaration of Law 1599 /86 stating that they are aware of and will comply with the relevant provisions for the hygienic transport or handling of the items to be transported in their FIX car”.According to the provisions of Article 12 of Category II & 2, the transport vehicles belong either to food and beverage companies or to a private distributor for the transport of food and beverages.The requirements set by Community and national legislation, which reflect the requirements for food safety, relate to the following parameters:
– Vehicle compartments and containers used for the transport of foodstuffs must be sound, clean and suitable for the foodstuffs to be transported. Surfaces must be resistant to the loads carried and resistant to the detergents and disinfectants used.
– Vehicles (not including tankers) and containers intended for the transport of foodstuffs are recommended to be for this use only.
– If other items are carried with the food, there will be an isolated area for their storage and under no circumstances will items that may affect food or substances such as fuels, chemicals or agricultural drugs be carried.
– Before loading the foodstuffs, the vehicle will be cleaned and disinfected and a corresponding cleaning and disinfection form will be kept when:
– The types of food previously transported may contaminate the new cargo.
– Non-foodstuffs have been previously transported, where this may cause contamination of the load to be transported.
– The area or container is unclean and requires cleaning.
– Foodstuffs shall be transported in such a way that they are not contaminated or degraded by external factors (environment).
– Where the cold chain must be maintained, the vehicles or containers must provide the required conditions in an appropriate manner (self-contained refrigeration unit, isothermal lining, electricity, etc.) depending on the intended transport time and the type of foodstuffs.
In this case, automatic temperature recorders must be provided and the temperature of the compartments must not be lower than the minimum storage temperature limits for the product being transported.
– It is prohibited to transport foodstuffs requiring different preservation temperatures in the refrigerated compartment.The certificate of suitability is issued by the competent Public Health Departments of the Regions after an inspection of the vehicle in the following cases:
1) for the granting of the registration permit or a modification thereof,
2) for any legal use (e.g. participation in a competition).For the convenience of your services and a single application are attached:
1. Model Application Form – Declaration Form for the granting of a certificate of suitability for a food transport vehicle ,
2. It is noted that the Sanitary Control of vehicles transporting food / beverages is the responsibility of the Health Services and they should ensure that checks are carried out at regular intervals in cooperation with relevant services.The certificates of suitability of vehicles transporting animal food is issued by the competent Veterinary Departments.
For tankers transporting liquid foodstuffs (excluding drinking water), granular and meal, the certificate of suitability is issued by the Hellenic Food Safety Authority and the Regional Departments of Commerce.
